IP2017 Migration installation , SMC is not showing the migrated ENterprise or Gateway

I upgraded IP 2014 patchset 16 to IP 2017 . After the migration installationas per the mentioned document:

1) Remove SWEApp configuration.

2) Run Migration installation for EAPPWEB_HOME for AI

3) Upgrade SES _GTW Gateway Migration installation (It is on the same machine in C Drive)

4) Migration installation for SES_HOME siebel server (It's on the D drive)

When I try to login via SMC , it is asking for hostname: port .. I would expect it show the migrated profiles for gateway and siebel server. I would solve this problem before starting on with IRM . So please help. I'm not sure where to look of Errors.

Please help.
