Concurrent manager Actual Target mismatch - monitor query

Dear legends,

Is there a way to write a plsql code to monitor the Concurrent Manager Actual Target mismatch and it would send a mail alert ? However I have tried with shell script, but I don't think it is preferred to validate. Because based on the resource availability the FND_CONCURRENT_QUEUES gets updated, so I would like to have some sql script that can be put on DBMS_jobs.

Let me know your suggestions with some examples.

Note: We don't have OEM to monitor it.
