OEM 13c multi-Site (geo-spread) setup

Hi - looking for pointers on how to architect OEM 13.2 instance to handle targets from different continents (NA, Europe, Asia), will it make sense to have one global instance to cater to all of the targets or should have local OEM instances. Also, what are the network latency guidelines for such a setup if we setup one Global instance based out of North America.
