OHS is needed in Report Builder 12c to launch a report with "To Web Option"?

Hello and thanks in advance,

We just installed Oracle Forms&Reports 12.2.1.3 in a Windows 7 64x machine.

Forms Builder is running ok and it's communicating with the Forms Server without problemas but, when we try to run a report using the "To Web Option" it simply does... nothing.

The Report Server is up an running as you can see here

Due to the lack of documentation about Report Bulder configuration we have a lot of doubts.

Is it neccesary to start the ohs to access the Report Server from Report Builder?

Can you figure the reason to this behavior?

In another hand, did you know some reliable (and simple, if posible) documentation about Oracle Report Server and Builder configuration?
