ADPATCH: How to skip a sql file from running

Hello,

We are doing R12.1.3 upgrade and SQL jl8469071c.sql is running forever. As per following note, we can safetly skip this SQL since we don't use "JL-Latin-American" .

Wondering if is there anyway we could skip this sql from being picked up by adpatch? I used adctrl to fail this worker and skipped it in test but that doesn't sound like best way of doing it though!
