need help installing Oracle Developer Suite 10g on Windows 10

I am having trouble getting the installer (Disk1/install/setup.exe) to run on Windows 10.  I have set the initial size of Virtual Memory to 4987 and then maximum to 10000 and I have also tried setting it lower to 2058 and 4096.  I set the compatibility mode to Windows XP Service Pack 2.  When I run the installer, it comes back with an error loading the jvm.dll from c:\Users\username\AppData\Local\Temp\OraInstall....\jre\1.4.2\bin\client\ .  The When I navigate to the folder, the file it there.  I got this working back in November on another Windows 10 machine but can't seem to get it working on
