Modifier is not visible in View adjustment

Hello All,

In R12.2.6, after upgrade While creating Sales order i am trying to apply Modifier but modifier LOV in View Adjustment under line level action is null.

Modifier is active and automatic is unchecked.

Kindly suggest the issue reason.
