Siebel ip17 tools Post-installation task is not completing and Oracle XE is not installing

Hi All,

Am trying to install IP17 local tools, but installation process is not getting completed. It is struck in Post-installation task and not moving forward.

Also, I don't see Oracle XE is not installed. Can some one help on what should be the issue and how to resolve it?
