DBT-20021 using DBUA

Upgrading an 11.2.0.3 test database to 12.2.0.1 using DBUA. After selecting the DB a window pops up with the message "[DBT-20021] The current Oracle home /opt/oracle/product/12.2.0/dbhome_1 does not have the required Enterprise licence to perform the database upgrade operation.".

Large Linux RedHat server with several databases and Oracle releases.

First time see this ... all servers have cpu licenses.

Any ideas ?
