MRP is not considering frozen PO quantity to while creating new messages for required quantity

Hi,

MRP is not considering frozen PO quantity while creating new messages for required quantity.

Item A has available = 5634

Open PO quantity    = 7000

Required quantity    = 19567

Two messages are getting displayed

F   type message with quantity 7000  => Which is correct

O  type message with quantity  13933= > Which is wrong

It should generate the O messages for 19567 - (5634+7000)= 6933

We have checked the processing option inclusion rule on MRP report, then Inclusion rule status in P34004

Can you please advise what else needs to be checked.
