Customer Contacts - Role Type

On a Sales Order is it possible to select Customer Contacts as Bill to Contact or Ship to Contact even without assigning the respective Role type to it.

Example:

Customer Name: ABC Company

Contact at Account level: Steve

Associated Roles types : None

Is there a way to select Steve as Bill to/ Ship to contact on a Sales Order against ABC Company.
