How to pass a Department at runtime for 'Create Work Request' action, instead of the default asset o

While setting action 'Create Work Request' for collection plan elements, is there a way it can select the Work request department at run time? (The requirement is to send the failure information to a failure/QC department instead of the Asset owning department). Please advice. Thanks!
