Product Eligibility Rules to ignore '-' action code

Hi,

I am trying to test and see how system will behave if we start ignoring eligibility rules for '-' Action code on both product customization and Verify. Today, system ignores the 'Delete' action code when the Verify (QuotesAndOrdersValidate) signal is called.

Can someone help me understand where is the logic in Siebel to ignore 'Deletes' while validating Eligibility rules.
