Unifier's default Dashboard

This seemed like it should have been a super simple mod.  In my Shell Templates, I want to make a minor modification to the arrangement of the panels of our standard project dashboard. The ability to edit the parent shell template is ghosted, and when I go to setup>dashboards, and make the modification in a new dashboard, the system adds the modified dashboard as a secondary dashboard in the new shells, which the user has to then select.  I want to know how to:

Modify the parent dashboard layout (now ghosted) or

Make the dashboard created under the setup node to be the default that appears instead of "My Dashboard".
