EBS CPU patching - must the current database CPU be applied too?

Here is our situation:

We are just moving to ODA's and we run EBS on them. This is our first round of CPU patching. We have found in our research that the ODA bundle is 2 CPU 's behind (august 2017).  Per below the EBS CPU recommends applying the current database CPU which we cannot do.

So can we apply the current EBS CPU and have the database CPU be 2 releases behind?
