Quality Samples for each Pending lot

Currently we have set up WIP sampling Plan to automatically create one sample per step. We are creating multiple pending lots for a batch and when we release the step there is just one sample created for any one of the pending lot by the system.   The expectation here is to be able to take one sample for each pending lot at this step release but this is not happening.
