COK Recycling odd behavior

Hello,

We are on E1 9.2 TR 9.2.1.4.  We have COK recycle settings of time of day 15:00 every day, inactive time 6:00 and forced recycle 12:00.  Yesterday we had an odd issue where a COK recycled at 19:00 showing no active users.  I have the following questions in this scenario.

1.  Does a kernel recycle as soon as all users are inactive after the time of day has passed or does it wait until the forced exit time?  I always thought that if it was busy at recycle time, the only time it would recycle would be at the next forced time.

2.  Can/does a kernel immediately recycle in situations such as memory violations, other BSFN failures, connection issues?
