Restriction on item at ship confirm stage

Would like to know if there is an option in oracle to put a hold on an item to restrict it only from ship confirm transaction.We want to transact the item through entire sales order process but only don’t want to ship.(Scenario : There is minor quality event for certain products and the probability is it will be cleared. However until the results are clean we cannot ship but can take a risk of picking and packing to stay aligned with on time delivery).

To clarify we do not want to put a hold on sales order header or line item but on product. Which means irrespective or sales order the item will have the restriction.
