Software Configuration and Ship Confirm

When software is implemented at a client site or remotely, we need to make sure billing is not initiated until the software is installed. In our customers business we ship confirm before we install the software, but we do no want to initiate billing until after the software has been installed. Would anyone have a suggestion on how we could delay billing?
