MS SQL database Client (32-bit) fails to install on 64-bit OS

As per MOS > Certification, for Siebel IP17, MS SQL client (SNAC) should be 32-bit. But SNAC 32-bit fails to install on Windows 2012 R2, 64-bit architecture OS.

Please let us know how to get SNAC 32-bit insatlled on OS 64-bit architecture.
