PO date change has gone for reapproval process

HI Experts

We have r12 and need by and promise date change tolerance is 365 days. But if buyer change any one of these dates, the PO has gone for approval process. Why it is going for approval. ?

How to stop this ? Could any one help on this. there is no clear cut document in Oracle.
