IP2017 Upgrade IRM Error

We are upgrading from IP13 to IP17 and we are on the IRM stage.  After about 5 hours, an error has been encountered with Tools crashing (APPCRASH on siebdev.exe).  Initially, we thought it was the Enable Transaction Logging.  We disabled it, and we got the same error.  On the log file, it was stopping at "Execute SqlObj 'Repository Web Template'".

Just wondering if anyone has encountered this and if you have any thoughts on how we can move forward with this.
