Refer User-To-User Getting Too Large

We are currently using the Refer-To User-To-User to pass information between two of our environments when transferring calls.  But the header is getting too long and at times the User-To-User information isnt getting passed in the following Invite off Refer.  So we are trying to think of different ways to get that information passed.

This is one version of the Refer-To message:

REFER sip:xxxx@10.x.x.x:5060;transport=udp SIP/2.0

Via: SIP/2.0/UDP 10.x.x.x:5060;rport;branch=z9hG4bKdeb6939d3499-30-2efc56
