Tax ID Summarization - Federal Amounts not showing on W-2 for some EEs, but others ok... why?

When building the YE W-2 file R078301 and checking the Tax ID Summarization box, several employees are missing the Federal amounts when reviewing the EE W-2's from the YE Workbench. We compared two employees in the same company with the same TAXX, TARR & TARA, neither EE has negative amounts (R07811), and both are salaried with no changes to company, BUs, job, etc. during the year. One noted difference is that the R078301  updated the employee that shows Federal information and not the other EE in the F07830... F06136 ties to F06166 for both and the 'working" EE F06136 ties
