Microsoft Security Update KB4056897 impacting Planning 11.1.2.3 applications

Has anyone encountered a problem with Planning 11.1.2.3 applications after applying Microsoft's recent security update KB4056897?  After installing the security update, the "Tools" and "Administrator" menus not longer respond and give a permission denied error when trying to open the Planning framework.  We backed the update out and the functionality returned.  However, the update is critical for the "Meltdown and Spectre Vulnerabilities".

So far no response from Oracle.  Would appreciate any suggestions.
