Hard Commit on WOs

I have some item numbers that have Hard Commit Quantities but we can't find any WO that they are tied to.  In the past I have made sure the Warehouse matches quantities and then SQL the data out of the Hard Commit Quantities Field QOWO.  My question is I am assuming the quantities get Hard committed through the attachment of a WO, but if the item is not needed is there a way to notify the person closing the WO to remove the item to release the Hard Commit or is doing it through SQL the best way?
