How to fix nodemanager service startup time taking too long?

Dear Legends,

We have the below environment

EBS APPS - R12.2.6 on Windows Server 2012 64 bit

EBS DB - 12.1.0.2 on Oracle Enterprise linux 64 bit

While doing any maintenance when we bounce the Application services the normal "Shutdown" takes 10 minutes which is fine. But while bringing up the services it takes almost 40 minutes.

Especially the Nodemanager service takes almost 20 minutes to startup.
