Number of accounting fields change on some calls (two sets of fields from 22-115)

I have an Acme at SCZ7.2.0 MR2.    I have cdr-output-inclusive enabled.

Most of my stop records have the 179 fields as you expect.   Every once in a while, I get a stop record that goes along with records 1-21.    Then 22-115.   Then I get another set of 22-115 (but they are really 116-209)...Then I resume with the data that was in normal 116-179 (but they are really 210-273).

Any thoughts on why this is happening?   I'm guessing it is some kind of re-invite.   But I don't get why it's not following the defined accounting rules.
