Commissions Calculations

We are getting ready to implement 12.2.6 and our customer has used a third party commission system for calculation of commissions (Callidus which recently was purchased by SAP). We would like to use an Oracle product to calculate commissions, but I am not seeing a way to do it. Commissions are paid on the following, they get 50% when the Order is confirmed/the sale is made and 50% when the first billing occurs from the contract. Can this scenario be setup in incentive compensation for purposes of calculating commissions?
