Batch Security - Approver can change a batch and then still approve it

I am looking for a solution to the following issue experienced in JDE.

We are running Enterprise 9.1 with Tools 9.1.4

Scenario 1: A user who is set up as an approver on batch security can go into a batch of a user who is a secured user against the approver and make changes and then approve and post the batch.

Scenario 2: However if the same user (user set up as an approver) creates a batch, he cannot approve and post his own batch. Batch security stops this but not the first scenario.

This is a risk as an approver user can make adjustments to a batch which is not regulated.
