XSL Template - IF condition not working

Hi,

I am trying to develop a XSL template for one of my HCM extract(Standard Extract - 'US Third Party Quarterly Tax Extract').

I am using below syntax to filter data for FL State(Standard extract has data for all states) and Tax code is 'FLSUI_ER'. htese two fields are in same loop.

but it is returning all all states data instead of FL State.

Here I am uploading xsl template , Please look into this and correct me if am doing anything wrong here.
