T7-4 IO PCI root Architecture

Looking at the difference between the IO root complexes between the T5-4 and T7-4, I noticed that the new T7-4 has twenty(20) PCI root complexes vice the eight(8) PCI root complexes that a T5-4 has, even though they have the same external PCIE card capacity of sixteen(16).

The added complexity makes splitting these PCI root complexes into multiple "IO domains" very challenging especially when considering CPU core and memory segment arrangements.

I have tried to find a good diagram of the T7-4 PCI root I/O layouts but have had NO luck.   The T7 architecture PDF released by Oracle has very little information.   I have seen NO guidance for creating IO root domains on T7-4 platforms specifically.
