Sequence Number condition in payables eText template

Dear All,

I have created eText payment template for supplier payment generation. In this template, I used the sequence to count no. of payments in payment file.

I want to display the '$' if sequence value not equal to PaymentCount. I am not able to use in DISPLAY CONDITION.

Could please help me to fix. I have attached sample file for your reference.
