Missing establishment id

Hello,

Please let me know if this is not the right place to provide this feeback.
On the analyzer for EBtax, there is one section:

** Payables Tax Reporting Issues
This points to the corruption:
Retrieve the Establishment ID populated with NULL or incorrect value on Tax Lines

A recommendation is provided for this as :  Apply the data fix patch 14317362

Please clarify on the diagnostic that it is only effective for R12.0 or R12.1
For R12.2  it is suggested Patch 18316328:R12.ZX.C">18316328:R12.ZX.C,  instead,
