Oracle R12 is not calculating sales tax for specific locations. We believe that the issue is caused

We have an issue where Oracle R12 is not calculating sales tax correctly for a single customer in Alexandria, Va. When an AR invoice is created for this customer, only the STATE level tax is returned. No tax is returned at the county or city level. We are using Oracle tax calculation with Vertex codes. The rates are defined at the city, county, and state levels.

We have other customers that have ship to sites with addresses in Alexandria, VA that calculate tax at all 3 levels correctly. The only difference that we can see for the customer that is not calculating tax correctly is that there is a GEOGRAPHY CODE OVERRIDE for the site record. The locations where the tax is calculated at all 3 levels do not have the code override.
