Position by Business Unit

Hello, We have positions which are occupied by employees. But when I look at the Position by Business Unit, there is an open Budgeted FTE which looks like that there are no employees occupying the position (which is not correct). What affects these Open FTE and is there anything we need to run to reflect the correct count?
