IP17.4 'licensekeymodule.bat' utlity throws error "JRE Not found"

Hello All,

facing a issue while launching 'licensekeymodule.bat' utility. Even after setting JAVA_HOME variable to '$SIEBEL_HOME/ses/jre", it throws error as "JRE Not Found".

Below are details of Siebel env:

- Siebel IP7 +PS4 : New Installation on Windows 2012 R2

-Database: MS SQL server 2014

Siebel database is installed

Activating license key utility fails.

Any suggestion to overcome this issue?
