Is Unicode database required for Arabic language installation

Hi Team,

JDE application release :9.0

JDE TR: 9.1.5.9

Database:  Oracle Database 11g Enterprise Edition Release 11.2.0.3.0 - 64bit Production  --- (which is non Unicode).

To install Arabic language on above JDE setup, do I need to convert non unicode database to unicode database?
