Can Terms and Conditions be used for uploading each PO to iSupplier portal

We are on 12.1.3, not using BWC or Contract Purchasing.  Is it possible to enable the Terms and Conditions button in the iSupplier Portal so that we upload those and Supplier can open and view in PDF format T & C for each PO they get in the portal?  Right now, when clicking on the Terms and Conditions button, it throws 'The webpage cannot be found' with HTTP 404.
