Create user in weblogic Default Authenticator fail the login in wcc12c

Hi I am create a new user in WebLogic Default Authenticator  but  when  I am login in WCC 12c show error  login.

We have configured two providers, ldap providers and  WebLogic Default Authenticator

the order is

Ldap Providers

WebLogic Default Authenticator

and  create a user in WebLogic Default Authenticator but not login, all users  the Ldap providers working  well
