New Patch 27479522 ACA P2 for 12.2 error on Transmission XML Generate

I just loaded new patch 274749522 for 12.2 EBS for ACA Phase 2 in my development instance and then ran the Benefits ACA Transmission XML Generation Process request with rollback.  It defaulted to Filing Indicator=I (AATS testing) and I had to change it to P (not sure where that default is set up).  The request ended in Error and when I view the log output, it looks like it all worked until the very end when I got this error about a bad file operation.  Does anyone know what's wrong with this?  Is there a default folder I don't have set up or is this
