Employee LOV in Pending Resource Transactions screen shows no records

We are on 12.2.3 and use a interface between Oracle WIP and another applications for resource transactions

If there are errors in the resource transactions they can be processed in the pending resource transactions screen.For one OU(Brazil) we have noticed that the drop down for the employee field(this is the employee number) shows no records even though the employees have been setup.Other OUs work fine it is just this one OU where we have this problem.Is there any setup that is missing?
