Error importing ADS - The import is erroring on members not in my ADS file

We're just in the process of rolling out Hyperion 11.1.2.4.  In our DEV environment we did some cleanup on our Account dimension removing several accounts that we don't need and also changing the sorting.  I've exported the shared dimension library from DEV and am attempting to upload it to Prod, but am maxing out a 1000 errors then the upload fails.  Looking at the errors, it's erroring on the accounts we removed.  I searched the ADS file and the accounts in the errors aren't in the file.

I also tried deleting all the base accounts from the shared dimension library, then doing the import again and it still fails.  I tried setting the migration options both merge and replace and still got the errors on both...
