Should Alabama W2 Mag Media spawn even for GREs AL is not set up in?

We know from EOY P1, that the State of Alabama requires a separate output file per GRE for employer state W-2 reporting. Should an output file be spawned even for GREs that do not have AL set up in the state tax rules and without AL SIT withholding?
