Can AP lines coded to Asset CIP or Asset Cost transfer to Assets?

In AP if I code an asset directly to the CIP Cost or Asset Cost Account, it is not transferring into the Asset Subledger, even though those accounts are defined on the asset category.  Does Assets only recognize the clearing accounts for Mass Additions?
