MMU Program doesn't show the resource name in the LOV

MMU Program doesn't show the resource name in the LOV in 12.2.4.

Also the Responsibility LOV doesn't show the newly created custom responsibilities when they are associated with Field Service or Field Service/Palm as application. ASG: Enable Mobile User is enabled for those responsibilities.
