Requisition Approval Workflow

Because of our organizational structure, we do not have an approver in every level of the Requisition Approval Workflow. In these cases, if a requisition is created and approved by a manager where their is no Vice President (next level) is should skip to the Sr VP. Since applying updates, the "skip" no longer works. Any suggestions?
