All concurrent requests giving ORA-03114: not connected to ORACLE after JDK 7 upgrade

We're in the process of upgrading JDK.  After the upgrade, we are experiencing issues where the concurrent managers for RDF reports are failing:

Customer Problem Description --------------------------------------------------- Problem Summary --------------------------------------------------- All concurrent requests giving ORA-03114: not connected to ORACLE after JDK 7 upgrade Problem Description --------------------------------------------------- Hi, after upgrading to JDK 7 and enabling TLS 1.2, all concurrent requests are completing with the same ORA-03114: not connected to ORACLE. Full error is APP-FND-01564: ORACLE error 3114 in get_req_nls_info Cause: get_req_nls_info failed due to ORA-03114: not connected to ORACLE. The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.
