baseline data is omitted when moving projects via .xer or .xml

we just upgraded from an SQLite to an Oracle Express dB.  And it seems, I can import an xer, and an xml, providing I don't bring in a project baseline.  is there a known issue with backups/restore/export and import of projects?  do I need to restore the baselines as a project, then backup the project as an xer before I can import the project and re-attach as a baseline?

any thoughts or suggestions are appreciated!
