Mass Change Template for Operating Unit

Hi,

Is there a way to copy  or create a new IntraUnit transfer mass template like the TRF-Full Transfer by Dept template ID for Operating Unit transfer from old to new?

the created a new template and a new TYPE via PeopleTools > Mass Changes > , yet the new template is not available as a Mass Change template  via Asset Management > Mass Change > Define Criteria.

We are on   FSCM 9.1 MP 11 & Bundle #25 , PT 8.53.03

Appreciate insight and/or reference relate to Mass Change Template.
